Nelson Is Planning A New $88 Million Community Hub, Library And Civic Space

Nelson is looking to make one of its biggest community investments in a generation, with plans moving forward for a new Community Hub, Library and Civic Space in the heart of the city.

The proposed development would bring Nelson's library and civic services together under one roof, replacing the ageing Elma Turner Library and Civic House with a new central destination for learning, community connection and local government.

There's just one rather important detail still to decide: where it should go.

Nelson City Council has put three potential locations on the table, with options ranging from a redevelopment of the existing Civic House precinct to entirely new builds on Collingwood Street or Church Street. No preferred location has been selected, and locals now have until 6 September 2026 to weigh in.

Where Could Nelson's New Community Hub And Library Be Built?

The first option would keep the hub around its existing civic home, redeveloping Civic House alongside the Savings Bank and State Advances sites. It's also the least expensive of the three proposals, with an estimated upfront cost of $73.3 million.

A new build on Collingwood Street is the second option, estimated at $74.1 million, while the third would see the hub constructed on Church Street at an estimated cost of $88.2 million.

Each comes with different costs, benefits and implications for central Nelson, so Council is asking residents not only which location they prefer, but why—and what they think should matter most when making the final call.

Why Does Nelson Need A New Library And Civic Space?

Both Elma Turner Library and Civic House are reaching the end of their useful lives, with ageing building systems and increasing maintenance requirements making continued repairs and short-term fixes increasingly impractical.

Rather than replacing the two separately, the proposal would combine library and civic services in a single building designed to operate as a more flexible community hub.

The project is also intended to play a broader role in the revitalisation of Nelson's city centre. Council says the right location could draw more people into central Nelson, better connect key destinations, support nearby businesses and potentially encourage further private investment.

How Much Will Nelson's New Community Hub Cost?

The city's Long Term Plan 2024–2034 has already allocated $68.4 million to the project, but all three options currently exceed that budget.

That means whichever location is selected will require additional funding and have a different impact on rates. Those financial implications, along with the long-term costs and trade-offs of each site, form part of the current consultation.

At this stage, the focus is firmly on location rather than what the finished building will look like. A site needs to be locked in before detailed design work can begin.

How Can Nelson Locals Have Their Say?

Consultation is open now and will run for six weeks, closing 6 September 2026.

Nelsonians can submit feedback through Shape Nelson, make a written submission or speak to their submission at a hearing.

Once consultation wraps up, elected members will consider community feedback alongside financial, technical and planning advice before choosing the location. The associated budget will then be confirmed for inclusion in the Long Term Plan 2027–2037.
